The "platform" that the compass tower is sitting on is intended to lie flush on the deck when done. The "struts" on the bottom are just locating pins or threaded rods to be inserted into holes to be drilled later. I've noticed that they do that on most of the larger deck items. There is a pic of the forecastle breakwater in there somewhere that shows the same rods sticking out of it.
