I agree. The chandelier took up a large part of the center of the dome, so there would have to be a way to anchor it. As I remember (I'm at work), the pic of a similar dome in the Sisters book shows the center section as solid. The center circle in the cover should have been a solid metal too. No need for a window there.

Finally, it should be pointed out that the other panes in the cover were in fact square, not rectangular as depicted onmost PE parts. The reason is that the cover on the real ship was much narrower than the kit piece. To fit the same amount of panes in the model dome without changing the size, you have to make the panes rectangular. So far, only the Tom Nicholai cover is the correct size. But it requires the modeler to do some surgery on the dome base and fabricate new walls.
