the width of the staircase well is 18 mm, but the staircase width is 20 mm, as you say. The outer edges of the GSC was flanked by pillars which belayed at the ceiling's edge. So the edges would have to extend at least right to or a little beyond the width of the well in order for the pillars to line up along the edge of the woodwork above, hence the 1 mm or so on each side. In constructing the GSC, you have to place the top part of the staircase up through the opening to the deck above. I am just now starting the preliminaries in contructing this myself, but Mike Pell may be able to help you further since his model is already done.
