I have already put most of the promenade deck decals on the model I am working on now. Suffering many of the problems you mentioned -- windows sagging into the holes, worse yet, getting very cloudy. Thanks to you I now know how to avoid this problem on the remainder which are more obvious on the boat deck. Next model I will use your hints.
While your instructions about how you would do the PE windows is very intimidating, I think it also will be very helpful and addressed a lot of issues I was struggling with and yet had not the slightest idea of how or what to ask for help.
