As David says, they appear to be tied off at the base of the rat line shrouds. The reason some are confused by this, is because it appears that the crew would untie them during loading of the holds. They would just relocate them out of the way somewhere, as is seen in the Beken of Cowes photo. They probably got in the way of the derrick and cranes.
