They probably just started a few sections and gradually worked their way to the boat deck, each crew working in tandom to complete each deck ASAP. With 15,000 workers, there's probably a good chance that some serious carpenters worked on the decks while the ship was being built. All in all we have no evidence as of yet to the matter of the sequence of deck laying.
