The footage in the beginning if Camerons Titanic is a little bit of both. Unfortunately a little more of miniature. You can see which one is real by looking at how much "snow" is floating around. The scene where they pan over the forecastle is the miniature. You can see the miniature mounted upside down in the Cameron book. Cameron made on error in the wreck model. He left off the sprinklers flanking the vent in the well deck. Those are still there because I can see them in the National Geographic magazine pictures.
I'm not saying that those wheels weren't that high but I still do not see substantial proof and I feel that you would be able to see the outside edge of the starboard brake wheel in the Browne photo if it were that high. I will re-examine the picture of Olympics forecastle in Marriots "T". I agree as to the manufacturers of the wheels not changing that much if at all for the three sisters, however I though that was true for so much other stuff and found myself wrong. This will come out in the wash. We need to re-examine the wreck photos again.
