I don't know for sure what their purpose was in
supplying the engine room plans, but they do
provide the exact location of the intake and
exhaust openings for the main condensers.
These are the largest through-hulls on the ship
and would be visible at almost any scale.
You also mentioned exterior deck plans. You
may want to try a company I came across
while on www.modelersboatyard.com. I believe
they were Maritime Replicas. They sell a number
of high-quality completed display models and
also built the large model displayed with the
Titanic artifacts. They generated a set of plans
based on the research they did for their model,
and were selling a framed version on their site.
They may be able to provide something more
like a set of plans. The tops of the deckhouses
were shown in detail on their plans.
