I'll answer this only because I had the same problems, but please, there are dozens of sites set up for this game(with message boards) already.

OK, The reason your watch stays the same is because the game if event driven, not timed. what that means is that your time will only go forward if you take actions. For example, you could play for hours and just stand in one place and your watch time will stay the same, but if you play for 10 minutes and do a butch of things(talk to people, pick up objects, solve a mystry or two) and your time can go up by hours or minutes.

As far as tips, type in Titanic Adventure Out Of Time in yahoo and you should get some good results.
