Based on every ship I've seen, the hull topsides would have been painted a glossy white because it's easier to clean. However, in my opinion, the model should be an overall semigloss sheen because that looks more realistic at that scale. This can be done after painting the color coat by overspraying a semigloss clear lacquer. If you do it that way, it doesn't matter if the color coat is glossy or matte.
