The original version of Walter Lord's book mentions that this picture of Titanic at Cherbourg was "heavily retouched", and taking into account the fact that retouching techniques of 1912 are not nearly as professional or realistic as 1998's, the person retouching the photo may have taken 'artistic license' and added some details, particularly to the lighting scheme. Though this is a photograph, whoever did this touch-up job made it look like a painting.
