The pipe you are referring to proceeds from the base of the fourth funnel to a Gibbs Extractor ventilator which is on the roof of the first class smoking room. This is the same type of ventilator that is connected to the pipe that runs from the top of the ventilator aft of the first funnel.
Photo evidence is just about nil. I believe it may be shown on one of the large detailed H&W deck plans.

I am not sure what hydrants you are referring to on the boat deck. I believe there were two hydrants each on the fore and aft well decks. If there are more I'd be interested in trying to identify them in photos.
