The primer idea is a good one, and if you want to take it one step further, there are etching primers available that really bite into and hold on to metal well. These can be top coated with practically any sort of paint. The Eastwood Company, which primarily sells products to aid antique auto restorers, sells this type of primer in spray cans via mail order, and some auto body supply stores also sell it in spray cans for detail and touch-up work.
