I would suggest finding out who made newsreels, and see if you can find their archives. The best bet would be in New York based companies who would have photographed the ships coming into port.
The New York times often showed big ships coming and going, I remember seeing a large phtograph of the Bremen leaving for World War II, it got half a page!
Also, it may be helpful to review the resources of the public institutions in New York, to see if the shipping companies donated any of their material to the libraries, schools, colleges, or musuems. Perhaps the people who restore the ships down in the Battery could be of help, or does Governor's Island have any resources or archives? Did the Coast Guard keep records, or the tug companies?
