I would presume a well equipped fishing tackle store should have them.
One place I have seen them (if I remember right) is in the catalogs of mailorder companies Cabelas and Gander Mountain.
Quite some fishing and outdoorsmen also build their own fishing rods, so the replacement tips may also be mentioned as fishing rod "blanks".
I have bought mine in Germany and Norway. I had problems in finding the the first ones, but the well equipped outdoor and fishing tackle shops are the right places also here.
Unfortunately I am not at home for the time being so I am unable to do the measuring you want, and to give you more details.
