You may have added to the evidence of what I think it is, a removable panel for an extra set of stairs. I 've seen it on other ships looking fore from the backside of the bulwark and the ribs are missing on both sides of the opening just as the plans show; this was on a Cunarder however. What picture did you see this in? are you sure you are looking inboared of the crane instead of outboard?
