You might also check the archives for Loren Perry's posts. In a recent post he said he put a very thin strip of material around the hull on the baseplate, then removed the hull and built up the water to the plastic strip. This allows the model (fastened down with bolts from the bottom of the display base) to be removed for maintenance.

It also provides a good foundation to mold the gel to without getting it all over the hull.

There are a couple of other posts regarding water on the old boards. I posted a pretty comprehensive paraphrase on a modelling article for ocean display bases several months ago.
