The most controllable method and the one that I think yields the best results is the use of artists chalks. They can be found at a good art store. You can get every color under the rainbow.
I just rub some on a piece of sandpaper and use a brush to place as little or as much as it needs.

: How do you model rust marks and coal stains on scale models? I thought about using a cloth to apply paint but I'm not sure. I want to a) Eventually add rust marks below the anchors on my new Titanic and b) Give my Britannic a realistic coal dust colouring, on photos it appears to be absolutely filthy.
