Looking in T&sisters it's on the "T" and "B" too. Possibly it's used in conjunction with the brackets on the hull using the Rudder as leverage to pull the props back to clear the shafts when demounted?

OTOH - In the photo of a starboard tail shaft being fitted, that loop has some chain attached through it holding up the aft end of those two bars keeping the rudder straight while launching.. Maybe it's just a randomly added multi-use bracket? ;)
