I'm so glad someone verified that... I had a bet with one of my friends that passengers wouldn't actually be allowed in those areas. Actually, the bet wasn't from the movie but instead from the game (when you have to go meet the Irish girl and her brother on the fantail).

Then again, Jack and Rose had Carte Blanche to the ship... hell, they even got to have dinner served to them in the morning all the way in the Palm Court.

Now if only I could settle in my mind the likelihood that Thomas Andrews would take passengers on the Grande Tour of the bridge area.

: ...Yes, and they were also removed to keep idiots like Rose and Jack off of those decks while at sea so that they wouldn't stand up on the forepeak or hang over the taffrail and fall overboard, thereby getting turned into chowder by the screws. Contrary to the movie's depiction, both decks were off limits to passengers while at sea. The third class were allowed use of the well decks as promenade space.
