...Yes, and they were also removed to keep idiots like Rose and Jack off of those decks while at sea so that they wouldn't stand up on the forepeak or hang over the taffrail and fall overboard, thereby getting turned into chowder by the screws. Contrary to the movie's depiction, both decks were off limits to passengers while at sea. The third class were allowed use of the well decks as promenade space.
