If you will look at the advertisement copy for the Wellin Davits that appears in Illustrated History and several of the other books, usually as a large print, you will see a hydrant at the base of th edavit in the foreground of the picture. It is probably one of the larger prints that shows the hydrant configuration.
I only noticed it after the other references (e.g. Cork Examiner) were pointed out.

By the way, I am still trying to figure out what might even suggest the hydrant in 1/350 scale. perhaps a piece of very very fine stranded wire with individual strands bent outward and clipped, but hydrants are most likely best omitted unless you are going the 1/200 or larger scratch build route.
