That pipe is a water main similar to the ones you see running along the underside of the Boat deck on the Promenade deck. On the Olympic, which had an enclosed promenade on either side of B deck, some of these same pipes can be seen running overhead. When this area on Titanic was converted into deluxe 1st class staterooms, these pipes were relocated. The one which supplied the hose bibbs along the outer edge of the A deck promenades was hung underneath the overhang of the deck which it serviced. The open decks were all supplied with standpipes fitted with hose bibbs for the dual purpose of washing down and as fire protection.
