Flanged pipe that runs down the sides of A/B deck...

Please forgive if this has already been covered. I couldn't find it in seraches of the closed boards.

There is a pipe that runs down each side, just under the overhang between A deck and B deck. Several photos, such as the Southampton boarding scene clearly show it, with flanges periodically. It appears to turn downward near the front of B deck. 'Any idea what it was for?
