I had good luck painting the hull below the waterline with Floquil Railroad Color #130601 - Zinc Chromate Primer. This is just the right shade of rust red and covers the black plastic well. It dries flat. After the hull was completely painted, including the white topsides, I gave the whole thing an over-coat of Testor's Model Master Semi-Gloss Lacquer (#1959). This gave it just the right sheen. --Alex A.
