It's not so much that the Second Class Promenade windows are too low, it's that the C-deck portholes are too high. If you look at a photo of the Titanic, notice the spacing between the B-deck windows and the C-deck portholes, then compare to the model. There is quite a bit more space between them than on the model. The C-deck portholes should be lined-up with the bottom of the Second Class Promenade windows, not the top as on the model. The gold band should run just below the C-deck portholes and just below the Second Class Promenade windows and continue on just below the well deck wall. This is impossible to do on the model without having a wavy line. There is no reason they could not have reproduced this accurately on the model.
